Abstract

A seminar of the above title held in Madras, India, in April 1977 is summarized briefly. The inaugural session was followed by 4 technical sessions on: nutritional needs of the rural population and means of fulfilling them; appropriate technologies for food processing in rural areas; some case studies; constraints in setting up food processing units in rural areas and evolving food and nutrition policy and planning. Recommendations of the technical sessions were discussed at the final plenary session. At the final session there was a consensus that there was still malnutrition in India and that it was due to poverty. The 10 recommendations released to the press were as follows. Nutrition of mothers and infants should have priority and should be dealt with locally, with workers at village level. It was necessary to promote cheap nutritious foods made of local foodstuffs. Food and nutrition, with particular reference to rural needs, should be part of the school curriculum all over India. Export policy should be reviewed, with a view to making available nutritious foods or food byproducts for home use; export of groundnut oilcake, rice bran, fruit, vegetables and sea produce should be reviewed. Adequate processing facilities for those foodstuffs should be made available to rural populations and would also generate employment and purchasing power. Food grains procurement and pricing policy should be revised to leave adequate stocks with rural holders; rural grain banks to be established. Better storage is required. Parboiling of rice should be encouraged. Preservation of fish for rural populations should be developed and seasonal supplies of lowgrade fish should be made into fish cake and fish flour. Appropriate professional bodies should be consulted on implementing the recommendations of the seminar.
